CCBD Position Summary on Federal Policy on Disproportionality in Special Education

House Budget Would Harm Key Programs

Budget 2013

The federal Fiscal Year 2013 (FY 2013) budget process began with the release of the president's proposed budget in mid-February.  The next step in the process is action in the House and Senate budget committees on each chamber's version of a budget resolution.  The budget resolution is a non-binding bill that states spending priorities for FY 2013, which begins on October 1, 2012, and the bottom line amount given to the appropriations, or spending, committees to fund all federal programs.

Legislation Limiting Use of Restraint & Seclusion Reintroduced in the House

The Council for Exceptional Children announced on April 6, 2011 that legislation providing guidance and accountability for the use of restraint and seclusion in schools was reintroduce in the House of Representatives today.  CCBD with CEC led the way in drafting the language of this proposed legislation which passed the previous House by a bi-partisan vote.  The language just introduced is similar in content and has the support of CEC and CCBD.
